Principal

Jose J. Mantrana is the Principal Engineer and Founder of Arco Engineering PC, bringing over 30 years of extensive experience in project engineering, advanced design, construction management, comprehensive inspections, and client relations. A licensed Professional Engineer in New York and New Jersey, Jose established Arco Engineering in 2006, successfully scaling the firm into a dynamic team of 11 multidisciplinary professionals. With a foundational background rooted in naval ship design and complex building rehabilitation, Jose provides executive oversight across a broad spectrum of engineering services, including structural and MEP design. In addition to directing firm operations and strategic expansion toward advanced structural engineering studies, he remains deeply committed to technical mentorship, actively guiding junior engineers and upholding the highest standards of engineering integrity across all New York and New Jersey projects.

Armia Samuel, M.ASCE, P.E. & PMP

Principal

Armia Samuel is a Principal, Partner, and Vice President of Engineering Operations at Arco Engineering PC, bringing 20 Years of distinguished experience in structural engineering design and construction management. A licensed Professional Engineer across New York, New Jersey, Texas, Delaware, and Connecticut, Armia provides executive leadership for the firm's structural engineering practice, upholding rigorous standards of technical excellence, quality assurance, and operational efficiency across the firm’s comprehensive portfolio. Since joining Arco Engineering in July 2025, Armia has been instrumental in spearheading structural design initiatives for a diverse range of complex developments, including high- and mid-rise towers, residential and commercial complexes, healthcare facilities, industrial warehouses, specialized concrete plants, educational institutions, religious facilities, and advanced foundation systems. Leveraging deep expertise in contemporary building codes and regulatory compliance, Armia oversees the delivery of precision structural engineering calculations, comprehensive proposals, site evaluation protocols, and alternative value-engineering solutions. He works in close synergy with project architects and multidisciplinary MEP teams to ensure seamless coordination and successful project execution across multiple regional jurisdictions.
